What constitutes a 'smart city? Is it one that is packed with all the latest gadgets, driverless cars on the roads, drones flying overhead and streetlights that only light up when people walk past? Well, yes, but the smart city movement is also about one, arguably more fundamental, urban issue, according to experts: enabling more efficient use of physical spaces by making technology work for people, rather than moulding people's lives to the latest technology.
