A tap water meter for supplying tap water purified from a water purification facility to a smart home through a tap water pipe via a booster station includes: a judgment control part for calculating the use of domestic water according to the occurrence of a measurement value between a first level and a second level and a leak probability according to the occurrence of abnormality equal to or higher than the second level, based on the result of a comparison and processing part; and a security management server which generates lonely death suspected event data when GPS location information is inside the smart home and the use of domestic water according to the occurrence of the measurement value between the first level and the second level is not more than the input value of a manager, based on the results of the water meter comparison and processing part in the smart home. It is possible to construct a low power wide area network (LPWAN) home platform.
