Sir, I read Tom Papworth's column on capturing development land value increase, which would appear to be another development land tax and is an age-old conundrum (professional, 03.05.13). This is doomed to failure. Why would a landowner donate substantial uplift and equity to the community in the current climate? They may have been working for decades to secure a development use on their land. The levels of the bids coming in will be interesting - will an allocation in the development plan now be determined on price, not planning practice? In addition, how do we handle the infrastructure costs associated with the development of the land?
