Due to adverse health effects, polychlorinated biphenyl (PCB) was banned in the U.S. in 1979. Although no longer commercially produced here, it may still be present in materials made before then such as oil-based paint, caulking, plastics and floor finish."The current broad-based regulatory focus on PCB-contaminated building products represents a significant liability for schools, municipalities, building owners, real estate developers, real estate investment trusts, financing institutions and contractors," says John McCarthy, president and cofounder of the environmental services firm EH&E.
