As starting time approaches, workers, some of whom were gathered in small groups talking casually in the dim light of the fast-approaching sunrise, and others who were sitting in their vehicles catching a few extra moments of quiet, begin to file into the site meeting trailer. Following a job and safety briefing on the day's planned activities, personnel don their basic site-required PPE and exit the trailer to perform designated work assignments.
