Work crews in early December were busy cleaning up after a 250-foot barge ran aground and spilled 45,000 gallons of liquid asphalt into the upper James River at mile marker 157, about five miles south of Richmond, Va. Piney Point, owned by Vane Line Bunkering, was being pushed upriver toward Richmond by the 64-foot tug Barbary Coast, owned by Dann Marine Towing, of Chesapeake City, Md., when it ran aground before dawn on Nov. 28.
