清水港外における船舶航行の安全確保に関する研究

摘要

On this study the author focused on the safety measures to avoid the collision accidents off Port of Shimizu. In last March collision accident occurred under the clear weather off the port. The vessels inbound and outbound for the port have to turn round along the Miho Peninsula which lies like protecting wall of the port of Shimizu against the Suruga Bay. Therefore the crossing meeting is always inevitable for both vessels. When the Tokai earthquake will happen in the feature, there will be many support vessels calling the port at the same time. Those mean that it is necessary to set up proper traffic controls for the vessels approaching and leaving the port. The actual navigation circumstances are investigated and the radar surveillance was carried out to examine the traffic condition off Miho Peninsula during about 8.5days.rnThe voluntary traffic separation zone is proposed for a safety measure and also the notice of estimated time of passing at fairway entrance is proposed as the information for vessels concerned to avoid meeting each other around the water between breakwater entrance and fairway entrance.%清水港は、鎌形状の三保半島頂部の三保防波堤とその沖側の外防波堤とに挟まれた港口を有する港湾である。また港外錨地は、港外の水深が急に深くなるため外防波堤の沖合の狭い水域に設定されている。
