This book provides a first-hand account of the struggles between the US Environmental Protection Agency (EPA) and the state of California as they attempted to reach consensus on how best to tackle the problem of hiqh-pollutinq vehicles. At times it reads like a political thriller, at others like a 'who's who' of US clean air policy through the 1990s and early 2000s.
