The optimizing of Russia's fiscal federalism became quite pressing at the beginning of the 1990s, and since then it has only become more critical. Problems frequently arise with the redistribution of authority and revenue sources, and with allocation of financial assistance from the federal budget. At times, individual parties to federative relations wish to revise the existing system. While such revisions of federalism occur in almost all countries that have federative structures, attempts to modernize fiscal federalism are especially popular in Russia, since our federation is so young and has no well-established norms and rules. So analysis of interbudgetary relations in other federations is very useful for present-day Russia.
