The Impact of Risks on Regional Patent Activity in Russia

The purpose of this article is to explore empirically the linkages among the levels of human capital, regional risks, regional investment climate, the stock of existing fixed assets and patent activity and to provide better-supported results concerning these linkages. We use a random effect model-for a data sample of eighty-three regions covering the period 2006-10-to analyze these linkages. Our econometric results indicate that regional financial and criminal risks decrease the patent activity output. Regions that have higher investments in fixed assets and share of organization that carried out technology innovations appear to have higher patent activity. Regions with a higher level of human capital in research and development (R&D) exhibit a higher level of patent activity compared to regions with lower levels of expenditure on R&D. The intention of this article is to improve knowledge about the attributes of a high-quality innovation system in Russia and thereby help to build momentum for improving a regional innovation system for Russia.
