Creating Cost Standards in the System of Higher Professional Education

The author recommends a five-year adaptation period for transitioning universities to new funding conditions.The education system is represented by a set of more than 320 institutes of higher education, in which the difference in costs for a single student's instruction can be four- to fivefold. The factors determining such a high level of differentiation include territorial and individual features and the status of the institution: for example, whether it belongs to a federal or research university, or the presence of cultural heritage objects.
