Is there a difference between a hazardous material and hazardous waste? Recent actions taken by the Environmental Protection Agency suggest the line is diminishing. A draft of a white paper authored by EPA officials and obtained by PC FAB clearly indicates that the agency is rethinking its position on recycling F006 sludge to furnaces. The draft, dated Aug. 23, proposes guidance for companies that generate wastewater treatment sludge from metal finishing operations, a group that includes PCB manufacturers.
