This review starts in 1848 with Rudolf Virchow, the father of public health in Germany, and covers the history of the public health movement from the mid-19th century to the preamble of the World Health Organization Constitution of 1947, the Alma-Ata Declaration in1978, and the Millennium Development Goals 2000. Also discussed is the paradigmatic or ideological struggle between health as an overall political and societal responsibility versus health as an individual responsibility, as well as the respective role of medicine, looking at primary health care as a health and development policy or as a concept of primary medical care.
