A value-based reliability enhancement scheme for bulk transmissionsystem planning

This paper describes a unique value-based reliability enhancementnmethod for bulk transmission system planning. Reinforcement alternativesnare evaluated considering their cost and impact on system reliabilitynbased on system capability studies under contingency conditions. Andollar value quantification of the level of reliability is presented innthe paper enabling calculation of benefit to cost ratios. Based on thisnquantification, the improvement option that offers the best balancenbetween cost and reliability is selected
