At worst, improper control of vessel traffic can lead to disasters like the Sea Empress which went aground near St Anne's Head on the Pembrokeshire in February 1996, spilling oil along 120 miles of Britain's coastline. As a result, Milford Haven Port Authority was last year fined £4m for reckless navigation, although this was reduced to £750,000 by the Court of Appeal on 16 March 2000 on the grounds that it would put the port in a critical financial position (see p7).
