The USA worships the free market like no other country — the private sector rules. But it is also a nation of cliched contradictions, and so it is indeed a weighty irony that US port authorities continue to maintain a level of involvement in port development that is becoming increasingly rare in Europe and South East Asia. Almost all major port infrastructure projects are funded by taxpayer's cash — mainly through bond issues ratified by public referenda. Almost all that is, because negotiations taking place in the Port of New Orleans could result in the injection of private capital into a new container terminal.
