It seems like the promise of a paper-free office has dangled just out of reach for decades. Big companies keep trying to cut back, and although the proportion of paper discarded has dropped—it accounted for 31 percent of municipal solid waste in 2008, down from 38 percent in 1997, according to the EPA—paper production continues steadily.
