Flexibility built into the Clean Power Plan is expected to produce anrnarray of compliance approaches, which could prove challenging forrntransmission planning. Those challenges, however, could be easedrnwith the right modeling tools and techniques for evaluating potentialrnreliability impacts, the Federal Energy Regulatory Commission said.rnUnder the Clean Power Plan, which aims to slash the existingrngeneration fleet’s carbon emissions 32% from 2005 levels by 2030,rnstates have until September to submit implementation plans forrnmeeting the emission guidelines, with the option for a two-yearrnextension until September 2018. Each state must show that it tookrnreliability issues into account when it devised its plan to comply withrnthe rule. Power plants in states that do not create a plan would bernsubject to a federal implementation plan crafted by the EnvironmentalrnProtection Agency.
