Kan. lawmakers mull utility tax for schools

The Kansas state senate is considering legislation that would create a surcharge on utility bills to help finance K-12 education. Senate Bill 251 would implement a monthly school funding fee that would add $2.25 to residential utility bills and $10 to industrial utility bills, including electricity, water and natural gas. According to the bill, the utility would collect the fees on a monthly basis and then pass those fees on to the state treasurer for deposit into the state school district finance fund. A utility may delay initial collection up to six months in establishing the necessary billing system as long as all fees are backdated and collected, the bill said.
