In a victory for renewable energy developers, New Jersey Gov. Phil Murphy, a Democrat, signed into law a bill that restricts local governments' powers to deny offshore wind transmission projects. Local opposition to such transmission lines will pose a hurdle to offshore wind development in the U.S. as the country seeks to build out 30 GW of projects by 2030. In New Jersey, such opposition had been an even greater concern to developers and policymakers since it is a so-called home-rule state that gives local governments more say over policy that affects them. New Jersey also has an offshore wind target of 7.5 GW by 2035.
