Storage developers are asking the Federal Energy RegulatoryCommission to toss a proposal by Southern California Edison toimpose a charging fee on storage resources on the distribution grid,saying the fees would hurt the economic viability of storage inCalifornia and set a bad precedent nationwide.SoCal Ed has proposed to change its wholesale distribution accesstariff to accommodate charging of energy storage resources. SoCal Edis starting to sign interconnection agreements with storage – andthere are nearly 100 such projects in SoCal Ed’s queue – but the currenttariff does not contemplate the fact that storage can function as botha load and a generator, the utility said.
