California legislature debates bill to establish wildfire fund

California's legislature is debating Assembly Bill 1054, which somebelieve could ease the financial pressures that wildfires place on thestate’s investor-owned utilities, and the governor hopes lawmakers willpass the bill before a month-long summer recess starts July 12.
