Below-normal precipitation and snowpack have been observed acrossthe Pacific Northwest, but upcoming storms could quickly turn thingsaround for the 2020 water supply forecast season.Temperatures started the water supply season, which runs October to September, colder than normal, but turned mixed in November andthen warmer in December, while precipitation has been mixed to drierthan normal, hydrologist Geoffrey Walters said during the NorthwestRiver Forecast Center Water Supply Briefing Thursday morning.
