Texas energy advocates are challenging proposed legislation thatwould raise the bar for eminent domain, giving more power tolandowners while potentially hindering pipeline and power lineconstruction.Texas Senate Bill 421 and its companion bill, House Bill 991, seekto reform the law by which private companies can take private landfor the construction of infrastructure projects deemed to be in thepublic interest.
