PJM Interconnection energy and capacity market rule changes pendingbefore federal regulators will likely have a limited impact on nuclearpower plant revenues, Public Service Enterprise Group President andCEO Ralph Izzo says.“The passage of fast start [pricing] did not, as far as we can tell,move the forward [power] price curve [as much as expected],” Izzorecently told S&P Global Platts in an interview on the sidelines ofPSEG’s investor conference in New York.The Federal Energy Regulatory Commission in April ordered PJM(EL18-34) and the New York Independent System Operator (EL18-33) tochange their rules so that fast-start resources can set prices, a movethat could boost market prices when these resources are called on forreliability. Fast-start power generation resources are typically committedin real-time, very close to the interval when needed, and can respondquickly to unforeseen power system changes, according to FERC.
