MISO eyes enhancements to generator outage planning process as next step in RAN program

Midcontinent Independent System Operator has filed tariff changesaimed at improving generator outage scheduling practices, wrappingup a three-part proposal on near-term improvements to address theregion's changing resource availability and free up 5-10 GW of capacitybefore the spring outage season.MISO has seen its excess reserve margins dwindle in the face ofcoal and nuclear retirements, lessening the operational flexibility of thesystem. And increased forced outage rates combined with overlap inthe timing of planned generator outages and de-rates have exposedMISO to more risk outside of its traditional summer peak times, thegrid operator said Wednesday in its filing (ER19-915) with the FederalEnergy Regulatory Commission.
