Cal-ISO eyes more flexibility to use reliability demand response

California Independent System Operator outlined its plan Friday to potentially call on reliability demand response sooner during emergencies; however, some worry the change could needlessly halt production at participating manufacturing plants when other resources could have met the ISO’s need. The issue is significant because it could impact the order in which Cal-ISO dispatches resources when prices are near the ISO’s bid cap of $1,000/MWh.
