Utilities ask US FERC to fix ISO-NE capacity proposal

Massachusetts utilities are protesting a recent capacity market proposal by ISO New England, saying it would allow non-performing resources to profit when they find other generators to cover their capacity obligations at a lower price. In October, ISO-NE proposed to change the rules that apply when a resource that has a capacity supply obligation, or CSO, is not expected to be able to satisfy its requirements and must cover the obligation by transferring it to another resource through annual or monthly reconfiguration auctions or bilateral deals.
