Extreme weather and power outages in the Electric Reliability Council of Texas footprint are inevitable, but the impact of those events can be lessened substantially by working on the demand side of the power market, University of Texas energy experts said Oct. 5. During a webinar, Robert Hebner, director of the UT Center for electromechanics, drew attention to the title of a June report to the Public Utility Commission of Texas from several former PUC members, “Never Again: How to Prevent Another Major Texas Electricity Failure.” “When I think about ‘never again,’ never again is impossible,” Hebner said, noting that the Texas grid is vulnerable not only to such deadly winter storms as occurred in February, but also to hurricanes, cyber attacks and other natural and man-made disasters.
