FERC accepts market monitor's unit-specific avoidable cost rate for PJM's capacity market

The US Federal Energy Regulatory Commission accepted a new ratefor PJM Interconnection's capacity market, instructing the gridoperator to revise its tariff accordingly.In March, FERC determined that some provisions of PJM's OpenAccess Transmission Tariff, particularly those pertaining to thedefault market seller offer cap in the capacity market, were unjustand unreasonable (EL19-47). FERC had accepted PJM’s defaultoffer cap as part of the grid operator’s market power mitigationrules in 2015.
