ISO-NE proposes metering, market participation tweaks to comply with order 2222

ISO New England will avoid double-counting generationand load and will create two new market participation models for distributed energy resource aggregation participation in wholesale power markets, the ISO said Feb. 9. The US Federal Energy Regulatory Commission issued order 2222 (RM18-9) on Sept. 17, 2020, requiring that independent system operators/regional transmission organizations allow distributed energy resources, or DERs, to provide “all wholesale services that they are technically capable of providing through an aggregation of resources,” according to a presentation given by ISO-NE staff during a New England Power Pool Markets Committee meeting.
