The French government surprised the European Commission on September 15 by going public with plans to reform its power market and introduce more competition in a bid to settle two legal cases. French Prime Minister Francois Fillon's office said that Paris had made a commitment to drop regulated power tariffs for business customers and enable all power suppliers in France to have access to output from state-owned EDF's nuclear power stations at prices reflecting the "economic conditions of the existing fleet."
