The road to any bill's final text is tortuous and particularly so with the Restoring American Financial Stability Act, which passed through Senate in May. Although it has passed, it did not do so without amendment, and it still has to be reconciled with similar legislation passed by the House of Representatives. The conference committee that deliberates on this process is supposed to confine itself to sorting out the specific differences between the Senate and House bills, but in practice few areas of government are immune from lobbying.
