The US coal industry may have escaped cap-and-trade legislation for the moment, but it remains heavily on the defensive. Given the risk of future carbon costs, and the availability of domestic shale gas, legislation that imposes new requirements on coal plant operation could sound the death knell both for investment in new plant and the economic viability of older plant.
