Governments are over-cooking fiscal and other incentives to promote electric vehicles to the detriment of existing hybrid and biofuel technologies which can offer similar greenhouse gas savings at a lower cost, according to BP's director of transport energy policy John Cooper, addressing an IP week seminar in London in February.rnCooper said BP believes full hybrid vehicles such as Toyota's Prius are more energy efficient on a life-cycle basis than Battery-powered Electric Vehicles (BEVs), also known as Plug-in Hybrid Electric Vehicles (PHEVs).
