Incumbent Goodluck Jonathan is likely to win Nigeria's April 9 presidential poll and push through the Petroleum Industry Bill. This will raise production costs, but his potential to stabilize the Niger Delta may be of greater benefit to the oil industry. Equally important are proposed gas and power sector reforms, in particular higher prices for domestic gas output and investment in transmission and distribution.
