To meet the revolutionary aspirations of their peoples, Middle Eastern governments will have to focus on domestic development. Internal requirements for oil and gas will grow, possibly at the expense of exports. There are good reasons to think that Saudi Arabia will remain stable, but its monarch's spending promises suggest a significant upward revision to the Kingdom's former oil price expectations.
