A Chinese proposal to ban the import of coal with low calorific value has rocked the Asian seaborne coal market. Although only a draft regulation, it has been circulated within China for consultation. The impact would fall heavily on Indonesian exporters, which provide the bulk of China's low CV imports and Chinese buyers, whose fuel costs would rise.
