Reform to give new impetus to ETS

Earlier this year, the European Commission unveiled a proposal to limit the oversupply of carbon allowances in the EU Emissions Trading System. The ETS is the world's largest international cap-and-trade program for controlling CO2 emissions, a market estimated by the Commission to be worth €56 billion ($77.5 billion) in 2012.
