The Moscow oil market was abuzz with speculation in February over the growing closeness of the energy and broaderpolitical relationship between Russia and Saudi Arabia, the world’s two largest oil exporters. Although this closeness isrelatively new, it has already had a huge impact on the oil market in that the partnership underpins the current OPECon-OPEC deal on crude output restraints.
