Capacity payment draft revised

The latest version of a new capacity payment decree was leaked to the Spanish press November 10, with gas-fired and hydro plants set to gain while coal-fired plant incentives have been cut. According to Cinco Dias, the new version retains June's draft increase in the incentive to invest in new gas-fired combined cycle power plants from the existing €20,000/MW installed to €26,000/MW, but increases the availability premium for CCGTs to €5,150/MW from €3,150/MW, extends that payment to "programmable" hydro power plants (hydro dams) and reduces the premium for imported coal plants from €20,750/MW to CCGT/hydro level's of €5,150/MW.
