The Federal Energy Regulatory Commission last week put its seal of approval on two big utility mergers and its final affirmation on a third, making 2005 a year that could stand as the start of a utility-merger blitz, if some predictions materialize. FERC also blessed two new arrangements for independent coordinators of transmission.
