The Ohio Consumers' Counsel and attorneys for industrial energy groups urged the Ohio Supreme Court last week to overturn a regulatory ruling that allowed American Electric Power to collect nearly $24 million from customers for pre-construction costs related to a proposed 629-MW integrated gasification combined-cycle, or IGCC, power project.rnWhen the Public Utilities Commission authorized AEP in April 2006 to charge customers for the preliminary work, the Great Bend IGCC plant was estimated to cost $1.3 billion and to be generating electricity in 2010 (EUW, 17 April' 06, 13). Since then, the project's price tag has soared to $2.2 billion and its projected in-service date has been pushed back to the middle of the next decade.
