Entergy Arkansas again failed to persuade the Federal Energy Regulatory Commission that the utility should be allowed to charge Arkansas Electric Cooperative an expensive "replacement energy" rate under an existing agreement.rnArkansas Electric is part owner of generating plants in Arkansas and serves its wholesale customers using the Entergy Arkansas transmission system. A 1977 coordination, interchange and transmission service agreement integrates all the co-op's generation resources with Entergy Arkansas'. Entergy is responsible for dispatching and scheduling the co-op's generation.
