A conference on the state of wholesale power markets heard modest ideas last week for improvements, coupled with defenses of their hasic structures and accomplishments. The Federal Energy Regulatory Commission's conference was held in part to deal with criticisms of regional organized markets, which as Commissioner Philip Moeller put it have been "under attack." But the improvement proposals did not identify major problems that needed fixing; they were ideas for fine-tuning, mostly proposed without details.
