Tackling one of the “most difficult and contentious issues”nfacing the Midwest Independent Transmission System Operator, thenFederal Energy Regulatory Commission last week accepted a majornchange in the way the grid operator allocates the costs of networknupgrades for generation interconnection projects. Virtually all ofnthose costs will now fall on interconnection customers, with justn10% of the costs of larger upgrades being allocated system-wide.
