The Federal Energy Regulatory Commission’s proposed rule on ntransmission planning and cost allocation is a step forward, but to nmany in the industry, it leaves important issues unresolved.nChief among them are how regional transmission organiza-ntions translate public policy goals, such as promoting renewable nresources, into their planning assumptions, and how inter-nregional activity can work smoothly without a common set of nrules, according to panelists at the Organization of PJM States nannual meeting in Detroit last week.
