A series of reports prepared for the Florida Department ofnEnvironmental Protection and the state’s Department ofnAgriculture & Consumer Services conclude that because ofnlimited in-state supplies of woody biomass the goal of a statenrenewable portfolio standard should not exceed 7% — far lessnthan the 20%-by-2020 RPS proposed by Governor Charlie Cristnand the Florida Public Service Commission.
