New York regulators, continuing their aggressive pursuit ofnsmart grid, Thursday adopted a policy to give utilities clear rulesnof the road as they select the new technologies, including claritynon who will pay.nThe utilities and the New York Independent SystemnOperator are pursuing smart grid upgrades totaling several hundrednmillion dollars, with about $421 million supplied throughnthe American Recovery and Reinvestment Act.nCheri Warren, National Grid’s vice president of assetnmanagement, described release of the policy as good newsnfollowing the meeting. “We have been waiting for this policynto come out to give us guidance.
