The would-be developer of a merchant transmission line in nIllinois has asked the Federal Energy Regulatory Commission nfor a tailored package of incentive rates, saying the project faces nextraordinary hurdles.nCentral Transmission has submitted the Valley Project, n30-50 miles of 345-kV single-circuit line, for inclusion in the nPJM Interconnection 2010 regional transmission expansion nplan, it said in the February 8 petition (Docket No. EL11-21). nCentral is a subsidiary of LS Power Group.
